And the top five cities are: Scottsdale, Arizona . . . South Burlington, Vermont . . . San Francisco . . . Austin, Texas . . . and Fremont, California.
The five worst cities are: Detroit . . . Fayetteville, North Carolina . . . Newark, New Jersey . . . Stockton, California . . . and Brownsville, Texas.
Billings, Montana ranked 77th…Missoula was 149th.
